§ 2-822. Applicability.

This division shall apply to every expenditure of public monies by the city under any contract or like business agreement, excepting only that this division shall not apply to contracts, grants, or like business agreements between the federal, state and local jurisdictions, except as specifically otherwise provided in this division.
