§ 38-27. Collection; separation of recyclables.

  • (a)

    Residential waste. No person shall dispose or collect any residential solid waste generated within the city except by means of the authorized city collection service. This provision shall not apply to a person transporting residential solid waste from the person's private property to a legal dump or collection site.

    (b)

    Recyclables. All persons who are owners, lessees or occupants of residential dwellings shall dispose of recyclable materials, as defined in this article and amended from time to time, only through the use of the city's curbside and dropoff recycling program. No recyclables shall be disposed with either solid waste or yard waste.

    (1)

    Curbside collection. All recyclables shall be separated from solid waste and yard waste and prepared for curbside collection and placed in the proper container for collection as follows:

    a.

    Newsprint recyclables. Newspaper recyclables shall be bundled and secured in such a manner as to prevent the paper from being blown or scattered. Newsprint shall not be bundled in plastic or trash bags.

    b.

    Glass recyclables. Only brown, green and clear glass bottles, jars and containers shall be accepted and shall be rinsed and cleaned of all contents. All tops or lids shall be removed.

    c.

    Plastic recyclables. Only polyethylene terephtalate (PET-1) and high density polyethylene plastics (HDPE-2) as listed in part 161 of Public Act No. 451 of 1994 (MCL 324.16101 et seq.), whether or not labeled in accordance with the act, shall be accepted and shall be rinsed and cleaned of all contents and where possible flattened. All tops or lids shall be removed.

    d.

    Metal recyclables. Only ferrous and nonferrous cans and lids shall be accepted and shall be rinsed, cleaned of all contents and labels removed and where possible flattened. Only metal products capable of fitting into the recyclable container shall be acceptable for curbside collection and no combined products, i.e., metal on plastic, shall be accepted.

    (2)

    Drop-off collection site. If the city is operating a drop-off collection site for recyclables, larger recyclable products and/or other acceptable recyclable items shall be disposed of at that site.

    (c)

    Yard waste. All persons who generate residential and commercial yard waste shall separate the yard waste from other solid waste and recyclables for collection by the city's disposal contractor for composting. This section shall not prohibit lawn care services from removing yard waste from the customer's premises.
